All of the above. Whoever will take the initial call :)
I'm usually interested in connecting with the HR people first, given that they have an appreciation for the process of delivery on any recruiting effort. The others...i.e. CEO, procurement tend to look at end results, and while that's important, it's easier to sell on a differentiator to someone from the HR world. Gotta find the person with the pain first...and then gain rapid perspective on an organizations buying processes and general culture of authority. -
